How do you measure how a country feels?

The UAE Government sought to measure and enhance citizen satisfaction across all federal services. With millions of interactions happening daily through physical centers, websites, apps, and call centers, the challenge was to build a nationwide platform capable of collecting, analyzing, and reporting real-time feedback at scale.

Beyond data collection, the system had to enable actionable insights for continuous service improvement — turning every interaction into an input into how the country governs.

The Happiness Meter became a cornerstone of the UAE's Vision 2021 and the National Program for Happiness & Wellbeing, enabling the government to proactively identify gaps, enhance services, and align policies with citizen needs.

It provided real-time situational awareness for decision-makers and supported predictive service planning through AI-driven analytics — and was officially presented at the World Government Summit in 2019, showcasing the UAE's leadership in citizen-centric governance on a global stage.
